That is because, when you get nearer to the Apoapsis, you have to pitch up to raise it. If you don't, you will most likely fall back down. That is because you are increasing your horizontal velocity, but, vertically, you decelerate and accelerate like an unpowered thrown rock. Again, to change that, you have to pitch up.

Also, synchronous orbit is not the highest point that you can orbit a planet. The highest point is the planet's sphere of influence. Kerbin's synchronous orbit is somewhere between it and the Mun.
