Keys can act sticky, if repeat-rate is too high

On a new machine running Windows 10, a fresh install of KSP 1.1 had this keyboard-input behaviour:

In Map View, hold right-arrow key for ~2 seconds to rotate view; release the right-arrow key and the view continues to rotate; press the left-arrow key, and the rotation pauses as long as left-arrow is down; release the left-arrow and the view continues to rotate.   Another press of right-arrow stops the rotation.

For a while I thought this was an intentional feature, some kind of sticky-keys for KSP, but the way it engages based on how long a key is held makes it rather surprising, and rather inconvenient, especially on the WASD steering keys.

Reducing the repeat-rate, of the characters created form a held key, to about mid-range or slower (default was near fastest) removed the problem   (on Windows 10, where the repeat-rate setting widget is found by searching for 'cursor blink rate').

Any better solutions, or anybody have better insight on whether this is a bug in Unity 5 ?
