Nice entry, I've added you to the leaderboard including the No Strings Attached bonus.

 

Additionally, because it seems much trickier than I had originally anticipated, I've increased the underwater bonus 20,000 Leagues under the Sea from 6 minutes to 10 minutes.

Doing some quick sums - to get to 5km altitude (neglecting air resistance) you'd want fling your victim at √(2*9.81*5000) = 313 m/s

However Kerbals have a fair bit of drag, so flinging a small aerodynamic craft might work better.

 

The good news is that if you could build something capable of flinging at those speeds you could set a new time record!

Anything that uses reaction engines is a no-go (even if technically the Kerbal is the reaction mass ;))

However some kind of rover wheel based linear accelerator would work.

I fire the two decouplers to drop the command pod and free the axle, then start pushing W to rotate the whole assembly.

The axle uses a triple-nested structural tube with matching caps for maintaining alignment.

I get it going as fast as I can (it won't show surface-relative speed because the CoM isn't really moving)...

...then "Leave Seat".
