Within the parameters of the rules it is possible to give the station a highly elliptical orbit and catch it again in space. Perhaps it should be mandatory to set the station periapsis at 23 km. Ok, quite obviously I've released a poorly thought through challenge here, and I'm not sure wether or not to leave this open. That being the case I'll go with "no" and have this thread closed.
