How do you make a stock sub

I understand your supposed to use ore tanks but no matter how many tanks I put it wont sink below 1 meter.

Silly question, but did you fill the tanks with ore?  As I recall, they come out of the SPH/VAB with default 0 (zero) ore, unlike most other kinds of resources.

ShipManifest (mod) allows you to dynamically fill and empty resources (as well as reliably transfer crew, which is why I use it).

You need much more ore than you'd expect, too.  (Which is why I employed the Tardis Effect for a couple of my submersibles.)

Great.  fyi: I have a 12t sub that has to carry 3200 ore to achieve neutral bouyancy, if that's any help...

It can be done without ore tanks.  In which case it would be a positive buoyancy sub that uses dive planes to submerge and "fly" underwater.

Vector engines are also extremely dense, I've clipped a few together in a cargo bay to sink a sub before
