I think it's just the stock radial decoupler with the crossfeed property set to false.

What are the parts directly above the liquid engines?

Looks like stock SAS modules and one of either Sunday Punch's or CaptainSlug's nosecones.

I think he means above the engines, not the tanks and tri-couplers... those little side rockets?

I can't say that I have seen those in a pack, are they bigger vernier thrusters?

Do those help much against pitchover in a setup like that, or are they mostly for show?

they do work, that ship was mostly a concept but already goes pretty straight, later versions have a bit more radial thrust and could be fly straight even without that massive sas stack

Currently only solid thrusters are able to actually do vectored thrust. If it's a liquid engine, despite the angle of the nozzle on the model, the thrust is still straight down.

interesting. But they do help: maybe they work just because they're placed off the cog so even if they're not vectored they generate some torque.

Oh, they do make some difference, no doubt, but it's not as much as it could be if they were truly vectored. Hopefully this will change soon and I suspect it will when HarvesteR adds gimballed engines.
