You're welcome. This is also just a thought, but wouldn't it be better for these to run :FIRST rather than :FINAL to prevent the textures loading altogether?

I have no idea how KSP Loads textures, but it seems to me that if there is no config file calling the texture it doesn't get loaded, which leads me to believe that since this mod effectively deletes the contents of the config that the associated texture will not be loaded. Though I could be missing something entirely.

Nope.

*All* assets in GameData are loaded before a single cfg is processed.

Nice idea, but is there any way to exclude the B9 stuff? I can live without the generic cylindrical tanks of, say, KWR or Novapunch since I have Procedural Parts, but when I installed this, it also whacked my B9 tanks. Since those are fuselage-shaped to match their cockpits, I'd like to keep them. Basically, I don't mind holding on to all of the B9 stuff if I can cull the rest of of the tanks from the other packs I have installed.
