Ion engines need fuel. Infernal robotics doesn't need fuel:P

I've started from a simpler model Video has no subs, but the idea is: Lifting power of a wing is going down when your craft gets higher. Rotational speed of the wings is stable. So there is some altitude where the craft will just stay not going down or up. On this base I also built rocket launcher for Jool. This base can always stay in Jool atmosphere and launch rockets.

I have no idea! It was one of my first crafts. I didn't even understand how to build crafts. So it's just a result of an experiment.
