@Mister Spock I had the same problem, figured out it's not caused by mods - the problem is the particular save. I started a new career and the administration building worked fine without any changes to the game, while it was still causing issues in the older save. Eventually I managed to find an interesting solution: I recovered two splashed-down debris from tracking station, now the administration works as a charm. Hope it helps!

I'd love to see a minor feature added: option to display guide-lines through XYZ axis of CoM. Is it possible to just tweak the marker in such way? Would be a great addition for lining up mass, lift and thrust.
