Okay, so that Delta IV heavy seems to be broken, no way to get a high enough TWR with the throttle/ISP scaling. The PGM-19 Jupiter works fine, since you're off of the forums for a bit, I'll write a description for you, if you want the description changed, just say.

That Delta IV heavy is great, but it has a TWR of 1.0, I'll be changing that a bit, if you don't mind.
