I'm actually having the same problem right now. Looking for a way to save Jeb and Bob from death in my hard difficulty save. I will try setting the chutes to .5 atm. Here goes nothing. Edit: It worked. I can now confirm that setting it to .5 will allow it to deploy roughly around 5km. Jeb and Bob are safe. I thank you my friends.
