    What mods do you use?
    Yeah I was gonna blame this on the usual slight rolling effect that happens on the launchpad/runway but after it hits the ground it takes right off again at what looks like considerable speed.
    Do you have a controller plugged into the computer perhaps? Some other input device that could be telling the rover to drive forward?

    I can't say for sure as I don't own KSP on Steam, but it may be as simple as going to Program files>Steam>steamapps>common>KerbalSpaceProgram.
    Then copy that folder over to the other KSP install folder after making a back up copy of your second save. Once you are done, move your save file data back over.
    I'd like to reiterate this is all assumption on my part. Hopefully someone comes along with a more specific and educated answer.

    Have you tried setting the max physics delta even lower via the settings.cfg file?
    This is the line you are looking for: PHYSICS_FRAME_DT_LIMIT = 0.03 Just change that to 0.01, some people see an FPS improvement from it.
    Your comp really shouldn't run the game so poorly, I have no idea what's going on. Have you pulled up the task manager while KSP is running and checked the % CPU usage? Also, does your graphics card get hot while playing KSP? (The fan will get louder.) A dxdiag would really help. Hold windows key+R and type dxdiag into the field. Then hit save all and you'll get a text file you can copy paste here, preferably under a spoiler tag as it's typically huge.

    This used to happen to me too, especially when rotating the camera to face the door of the VAB, turning off the "ground crew" in the options menu fixed it for some reason.
    Give it a try, maybe it'll work for you as well.

    You could try removing the IVA/Kerbal portrait windows with this config file that @swjr-swis so kindly provided?
    Just copy paste the text under the spoiler into a notepad file, change the file extension ending to .cfg, then place it in your KSP "Gamedata" folder.
