I think that I had a similar problem. I addressed it with these workarounds: 1. attaching wheels one at a time, this is a pain. 2. After attaching the wheels with mirror symmetry, one would be up and the other down, I would use the "move" or "rotate" tool to tweak it one direction and then back again and the wheel would right itself.
