They're not hard to make, you mean as in an SSTO or an Orbital Transfer tug you can use Mechjeb or KER if you want a DV readout. and I've got a nice looking chart for average DV needed for Transfers if you need it

Lags the hell out of your game when the part count excedes 250, otherwise I'd be able to do it easy

The Xenon thrusters in the game are pretty weak, you'd think that someone could've/would've/should've figured this out. I do understand that they are still pretty weak and are supposed to be, i just want one with better trust
