I fixed it on mine by changing "scale = 1" to "scale = -1" in the settings.cfg under "AXIS_MOUSEWHEEL"

Yeah mine is too. I tried editing various things in the settings.cfg to no avail. Changing the scroll direction in my OS settings fixes it but it's obviously not ideal.

I have noticed this as well. I tried to add my own screenshot and test craft to your issue in the bug tracker but I'm not sure if it went through. screenshot
