I've had an issue when the h3 second stage (single engine tank) it says that it comes with an engine but i cant seem to get the engine to work

hey, whenever i try to deploy the hab ring or any inflatable module it does nothing, the option doesnt exist! yet in the VAB it works fine, ive got all the specialised parts, material kits and EC as well. Suggestions?
