Title, I don't know why it isn't working, I did the same process of installing waterfall mod and it worked. I am also playing on 1.12.3 if that changes anything

So I have to move only that into gamedata or do more?

I tried adding the engine plumes but it still doesn't work

I have tried installing Waterfall mod multiple times and it has never worked, here are some screenshots. I would appreciate any help to solve the problem, thank you in advance
