Still possible to become a Test Subject?

Is it still possible to apply to be a 'Volunteer Test Subject'? I looked in my account settings and failed to find on option to apply.

OK maybe not the best first post but I have searched the forums and can\'t seem to find any docs on developing plugins. I use C# at work and have some experience with Unity3D and would like to contribute to the community. Could someone please give me a nudge in the right direction?
