Regardless of whether it works in map view or not, it is a bug because there is a clear expectation that you should be able to do this in the tracking station view.

This has happened to me when my rocket blows up on the pad. Even if I revert back to the VAB, i cannot get to a launch pad again unless I quite and come back.
