That is allowed as long as the record itself is taken at an altitude of under 50km.

I think you have to build a real plane, so one that can glide on its own with wings, etc.

It all comes from practice, even tough i just recently signed up on this site here, I'm playing KSP for quite some years and also only made a couple of SSTO's that effectively work. Unfortunately this plane isn't really a SSTO, it's just a plane for this speed record challenge. You could call it a suborbital plane, a bit orientated at the "Silbervogel" bomber concept, especially from the functionality.
