Similar error here, from "Orbit Kerbin" mission. "Less than 300km" is translated "More than 200km". For the localized text, this should be "小于300千米" instead of “大于200千米”

Which language are you using? I find out that if the game is running on Chinese localization(both Simplified and Traditional), the goal of the mission would be shown as"让远心点大于200千米“。(Ap no less than 200km). However, if you set the language to English, the goal becomes this . So this might be a petty localization mistake rather than a bug I guess.
