I'd suspect the OP is using a laptop with something like a 4200rpm or 5400rpm drive to get loading times that slow. Mine is typically around 20-30 seconds coming off an older SSD (60GB OCZ Vertex 2) with quite a few mods installed.

Since you're not using the infinite fuel cheat, wouldn't it be simpler to use a fuel tank with an edited config file so that you have much more fuel? You could have an X300-32 with 10000L of fuel for instance..
