I also had this problem, but I wasn't using MKS (hence no Kolonization folder). Turns out, there's also a config for it in CommunityResourcePack/CommonResources.cfg which will overwrite the one in the LifeSupport folder.

Yay, an update! I second the notion to edit the thread to indicate that it is now .24 compatible. I'm starting a new hardcore save now, so this is really exciting!
I just added it and was having the same problem where it was grayed out. Then I realized that you just need to click on the starter parts in R&D and click on each individual engineer part to research it.
