I've been trying to figure out if any such thing exist, or is possible to make in KSP. I've been looking for something like a PAPI or a T-VASIS that can be installed near the runways on Kerbin to help with my problem of overshooting runways. I've tried making something in game, but I've had problems with the way the stock light parts work and the scale that needs to be used to be useful.

I'm a bit late coming to this forum, but this challenge has certainly caught my attention. Look for my attempt soon.
