Most of the cost in a rocket is NOT the fuel. It's the rocket itself. If I remember correctly, 90% of the cost of the rocket is assembly and parts, with a few percent as fuel. Enter SpaceX and reusable rockets stage left.

Personally I tend to mount armor using radial attachment points, as I did on the Lupo class here: http://forum.kerbalspaceprogram.com/threads/57893-Thunderbolt-Industries-Stock-Hiring-if-you-can-impress-me. But that's just me, and it's not the usual way.
