I build an observatory on the hill, I tie a gun to my telescope (on kerbin) and wait for the right phase angle, I pull the trigger and you die 5 years later while on EVA from a micro meteoroid

There I build a small colony which grows for several centuries, then they build a giant rocket motor on the mun and fly it into the debris field, causing much of it to form a ring around the moon and allowing the rest to build onto the moon.
