Yes, it's designed to break into small "safer" pieces.

But it shows how a harder object can easily break something softer or more brittle.

The side windows on cars in some sort of tempered glass who is stronger than normal window glass but not anything even close to gorilla. it has one important feature who is more important than strength, then it break it breaks into small pieces, no long fragments who would be dangerous in an crash. Has been mandatory pretty much forever. Also used in glass doors and similar.
