That's actually a pretty easy one to do - FlightGlobals.fetch.VesselTarget.GetVessel() will return their vessel object (make sure to null check it), and Vessel objects have .GetWorldPos3D() which returns where they are in world space.

If you want a vector from you to them, that's just targetVessel.GetWorldPos3D() - FlightGlobals.fetch.activeVessel.GetWorldPos3D(), and if you want just a direction vector, you can normalise that with .normalized :)

Keep in mind KSP shifts the origin around very frequently so you can't rely on the position meaning the same thing in between the FixedUpdate() steps (FloatingOrigin and KrakensBane are wonderful things).
