Increasing Tier 2 launch pad part count?

I'm looking to edit the launch pad config, does anyone know where it is or how to edit it? The 30 part cap is way too low and I can't build complex probes that I'd like to. The weight limit isn't a problem, just the part count.

The 30 part cap limit is part of the VAB upgrade.

Launch Pad is not part-count limited. It's the VAB that is part-count limited.
