No it's 100% stock parts.

TAC fuel balancer just allow flying it without SAS on.

What part of STOCK, are you failing to grasp. TAC Fuel Balancer doesn't alter a thing it just lets you control the fuel tank draining and filling with a simple UI instead of clicking on each individual tank.

The craft is stock, it will work stock, he is just suggesting you use TAC Fuel Balancer for simplified use of the craft.

I'm perhaps a bit too obsessive about balance, but even if it is a bit off the reaction wheels can usually compensate.
