throughout the twitch ksptv I have seen the thing next to the navball but I dont have that in 1.0 on mine

In order to have the node control available, you need to mount an adequate PROBE control part, or have a PILOT on board.

I have jeb as the pilot im doing career mode does it unlock with certain science ??

You can level up your kerbals, which allows Jebediah to use the node selector.

In order to do this, have him perform tasks like going into orbit, planting flags, etc.

Exactly what Tery215 said. You'll have to get your pilot kerbals some experience so they can use the advanced pilot techniques. Also, some probe cores allow access to these modes, but they are further down the tech tree in career.
