Standardising docking port height/location for later fuel transfer

Now that we can mine fuel it's more important that I find a way to ensure future craft designs will be able to dock and transfer fuel on the surface. How do you ensure that docking ports will be at the same height? Does anyone know whether the future will include flexible hoses? If that's the case, perhaps I need not try to standardise.

KAS covers this, but stock? Dunno really. There's lots of hacky solutions, but I don't have a good way to reliably do it.
