M700 Survey Scanner

This M700 Survey Scanner... how it work!?

I send rocket to 100 km polar Kerbin orbit. as scanner say must be between 60 km to 160 km. So I put her at 100 km with mechjeb. Mechjeb always make it very stable. And I tried active scan. and it keep say I'm not in some range or stable. I tried again and again. Nothing happen

HELP!!!!

... I guess I'll deploy sat again. i delete this sat out of orbit

I dunno why, First it was not work. Now it work fine. Here screenshot of my Satellite and orbiting Kerbin
