The S key stops them, but if you put the brakes on they still roll and can drive them, stopping me from doing some important stuff :3

You might want to adjust the braking torque for your wheels. The default settings seem to be on a low side. Just right click on your wheels and set braking torque to maximum.

yeah they are set to that, my older cars have braking force, but my new ones have none :L

The default braking torque for rover wheels IS max.
