Low Mun Orbit?

No. It's instantaneous. If you're in orbit and below 60km when you gather your data that's low space.

Don't even need to be in orbit.

Jumping 2m from the surface will get you "low space" readings.

Hyperbolic flyby at 20km/s will also give "low space" as long as your instantaneous altitude is <60000
