Is Background Processing necessary with 1.0?

As the title suggest, is the Background Process mod necessary anymore?

I'd like to start working with MKS/OKS and TAC-LS on a solar system scale, and don't want to have Kerbals spontaneously die because TAC-LS decided that they had prematurely ran out of resources, despite being in a self sustained MKS/OKS system.

Why would 1.0 change the logic of needing or not needing background processing?

Does BackgroundProcessing even work with TAC Life Support?

I'd like background processing for heat since I can almost touch sun by the help of tracking center
