Update or remove Distant Object Enhancement. I've had them too and by removing DOE I got rid of them.

Remove that mod (as nice as it is) and the problem with the flares should go away. Even though the release notes for the latest release or two claim to fix that problem, I was still experiencing that problem until DOE was removed.

Heh, I'm getting these glowy dots on the ground at times too, and they persist through saves. It seems they appear where some craft was landed. Sometimes they appear in numbers - my Munar Train left a whole trail of these. I've got a couple on the KSP runway too.

I got a good look at one of them the other day that was static. They aren't "glowing dots". They are circular disks in 2D, and they directly point to the sun, implying that they are somehow reflecting the sun's light.

I never noticed them until I installed Distant Object Enhancement. I believe they may be the "flares" that DOE provides from distant spacecraft. But if people are getting them without DOE installed, then either we are talking about two different things or else I'm just wrong.
