Throttle opening up when changing focus?

Is anybody else having this problem where changing focus (e.g. in the map with the TAB key, or going to the Space Center and back) will open the throttle even if it was at zero before. If so do you know if it is a mod or stock (mis)behavior?

Solved: Guess I must have been bumping something. Now (no controllers and no mods) it only happens when changing to a vessel in "standing by to launch" mode, which is the usual behavior.

It's probably a controller so if you have a joystick or gamepad plugged in try removing it, if that is not the case and you are using addons try removing them and see if the problem goes away.
