Crew level in sandbox/Resource minig

Leveled engineers allow you to more efficiently mine resources, the thing is in sandbox Bill is the only fully leveled engineer that I am aware of. If I want to have mining on numerous celestial bodies I would like more leveled engineers. Can you level other engineers in any way in sandbox? If not, I am assuming you can edit experience level in the persistence file?

Hmmm, in my sandbox games, all Kerbals have 5 stars from the get-go.

But if not, you can easily level them up same as in career games. Get the Field Experience mod, which lets Kerbals level up without returning to KSC. That way, a rookie sent to straight to Laythe will have 4 stars upon arrival (once he plants a flag there).

As far as I'm aware, all kerbals in sandbox have 5 stars. Perhaps you mean science mode, where for some reason only Jeb, Bill and Bob seem to have 5 stars - or at least they did in Beta. There's no way to edit it in the persistence file as the scenario module (as it's called) for kerbal experience is only active in career. But the kerbal experience trait and level have no effect outside of Career mode anyway. Everything acts as if all kerbals have max exprience in all traits - unless the drill was overlooked in that respect by the developers, which is possible.

I guess I will have to test it this weekend, test a drill rig w/ Bill who we know is 5 star and then take a random hire engineer and see if the extraction is the same

For a number of things in Sandbox mode, the class doesn't even matter. I'm pretty sure Engineers can fly with all the SAS options in Sandbox mode. I wish that was configurable (and that you could edit experience through the persistence file), because overall I'm not a huge fan of the Experience system.

But yeah, they'll be level 5 after you hire (and maybe launch) them. Prior to that they'll show up as 0.

Not just class but parts. A Stayputnik has full SAS and maneuver nodes. It's actually a little silly since it makes a number of probe core differences meaningless in anything but career, and I don't think there's even a toggle for it.
