KSP crashing at launch after upgrade to windows10

having bought KSP over steam for windows 7, I recently made the upgrade to windows 10. however now I cannot open KSP through either steam or the launcher file. in attempt to fix the issue I have:

reinstalled KSP

changed the affinity of KSP to and from a single core, without any change in result

set an exception in my antivirus for KSP (my antivirus firewall is currently off)

uninstalled chrome

and reinstalled the entirety of windows 10 to a clean install, re-downloading only steam and KSP.
