Terminate flight - can select vessels beneath it

In the tracking station, both the "Terminate" and "Recover" buttons are transparent and can select vessels directly beneath the cursor, causing the wrong vessel to be terminated or recovered.

It is possible to "Recover" vehicles that aren't on Kerbin using this bug, and dangerously easy to Terminate the wrong flight.

All the click-through events should be solved with the 1.1 release as the entire UI is being replaced
