How'd he make a tether with KAS?

The counterweight tether? That's a winch cable. Not sure what he used to attach the winch cable to the counterweight though.

In any case, it's not that hard to do. The winch has several attachments, including a grappling hook, harpoon, and electromagnet. Any of those could be used as a tether, but again I'd need the time code to know exactly what you're talking about.

Looks like he used the Winch, which there are two variants of. But you can extend and connect the winch to a connector port, or use a harpoon to kinda spear the other object (usually used for asteroids).

Upon second inspection, it looks like he had the winch pre-attached to a jr. docking port, and used the magnets of said docking port (and the port on the counterweight) to attach, and then let the winch out.

At 4:38 he starts moving in to deploy it.
