I'm a little confused. What has PlanetShine got to do with Kerbal cities?

Anyhow, I can answer the question in one word: performance.

PS adds fake city lights to the surface of Kerbin at night, which prompted this question, and performance wouldn't be an issue with proper occlusion, but hey this is Squad after all.

I always assumed that they lived underground. Based on the sheer number of people needing rescuing from space, I figured they had to retreat to underground bunkers to survive all the falling rocket parts. It's got to be like a continuous orbital bombardment. Especially when a Kerbal decides to retrofire an engine to get that "sweet shot" of some major city without realizing they are reentering the atmosphere..

No it doesn't. PlanetShine adds colored lighting to your craft to show the sun reflecting off the planet atmosphere. Blue for Kerbin, red for Duna, purple for Eve... etc.

(PlanetShine is actually a real thing)

Environmental Visual Enhancements adds city lights though.

Actually, that's Environmental Visual Enhancements, PS only adds a light on spacecraft from planets.

Did u install Astronomer's Visual Pack Interstellar? That has EVE and PlanetShine as prerequisites, could be the source of your confusion.

Yep, I installed Interstellar. I guess that could be it.

I'd rep you for this, but I have to spread some love elsewhere first :(

With Win x64 support coming and lifting the memory limitations, maybe we'll finally at least get some mods that add cities.

I know it's more or less impossible to get cities that look good on foot and in the air while still running all the other elements of KSP, but even cities made of low-res blocks would look better than just empty terrain.

Nope. Opinions shift from fungi (they explode in a cloud of spores) to plants (they're green and seemingly do not require any sustenance during spaceflight). Personally, i think Kerbals are related to Minions:
