So a few years ago I had an android tablet, with a bunch of apps on it and such, tablet got lost in a fire and now I finally got a new one. If i sign into my google account on the new tablet is there a way to find the list of apps I had downloaded on the old one?

All google accounts are tied to the google play store, so you should be able to access and download your apps.

Yes. Go to Google Play, tap on the three horizontal bars in the upper left corner (or swipe from the left edge of the screen to the right). The second menu item will be My apps. Select that and you will get a menu with two tabs. The first tab INSTALLED will show all the currently installed non stock apps, the second tab ALL will show all apps ever installed, unless explicitly removed from the list by you or Google.

Conversely, you can log onto Play through a PC browser. Sign in in the upper right corner. After signing in, in the upper left corner you will find a menu with the second item being Apps. Select, then again select the second menu item My apps. You will now see the same list with all the apps you ever installed through this account. Just right of the menu you used you will find a button All apps, which if you click it shows a list of different devices used with this account.
