Here is my setup:

Amd fx 4300 cpu

10gb ram

gtx 960 gpu

With low settings and a 250 part ship I get only about 13 FPS. Is this normal ? and would upgrading to a i5 4460 benefit me much?

Strange. 10GB should be enough to run the game at at least 40 FPS. I'm not sure why you are getting your problem, because I only have 2 GBs extra than you, and KSP runs like a charm even with beautification mods on. Maybe upgrade your graphics drivers?

If that's comparable to an i3 processor and the ship in question is moving quickly through the atmosphere, yes that's fairly normal in 1.0

The limiting factor for stock(ish) KSP is the fact that physics is single threaded. A better processor would probably give some benefit, but the next update should give significant improvement for pretty much any modern processor.

RAM does not really affect performance that much unless you're using so much that you hit the 32 bit memory cap of just under 4GB, which causes an instant crash because KSP is not 64 bit.

Might be worth seeing if you can squeeze any more performance out of your current PC, if you upload your KSP_Data\output_log.txt, your dxdiag hardware report and a list of your running processes to a file site such as dropbox we might be able to see where the issue is.

Well, you may have to stick to smaller craft, I can't see anything obvious in your log or dxdiag, and the process list is incomplete.

If you're running anti-virus you could whitelist KSP, that will stop the AV from scanning it and slowing KSP down, also avoid any programs that monitor the games memory, there's a few free Steam programs that do this and they have been causing problems.

Something else to try would be setting the process affinity, as KSP is made in the Unity3D engine, and as Unity cannot split the physics into individual threads, KSP doesn't really make full use of multiple cores and can work better if set to a single core.

Windows has a tendency to dump everything on core 0 (the first core), so setting KSP to core 1 to 3 (I see you have 4) can help.
