Bomber Problems

Hello, I have recently been trying to create a Mk3 Bomber, but it just does not want to fly. The CoM and CoL are in the right places, there should be enough lift (1 lift rating per 10 tons?) and 4 whiplashes should proved plenty of thrust. But it doesn't want to pull up until the end of the runway, and when it does it immediately spins out and promptly rips itself apart. Here are some pictures:

Not enough control surfaces I think.

I guess it does have enough control surfaces but in the wrong place; too close to the pivot point. In order for the nose to rise the tail needs to be pushed down. When you push down directly above or too close to the rear landing gear the tail will not drop and the nose will not rise.

Move the tail further back and compensate the CoL shift with canards near the nose. Pretty sure it will lift with ease.

+1 to moving the control surfaces farther behind the wheels.

Another option (not mutually exclusive, you can do this in addition to the above) would be to add some control surfaces to the front of the plane (AV-R8 winglets work great for this), as far forward as possible. From the standpoint of aerodynamic stability they're not as good as a tail, but they can generally provide more steering torque, since most spaceplanes have their CoM towards the rear (that's where the heavy engines are), so something way out front by the nose has a nice big lever arm to work with.
