Assuming there's an astro actually at the amateur radio link, yes. Doesn't happen very often.

Every once in a while they do a ham contact day thingie, or something like that. Those who make contact get a QSL card from the ISS. My dad (RIP) got one. If you keep an eye on the ARRL events, you might find a date/time for the next one (if and when they have it and ARRL has the information to post). As a matter of fact, it looks like you just missed the window for the current one.
