Reaction Wheels in the Mk 1 Command Pod

I'm just flying my first 1.05 game, and I notice that the reaction wheels in the Mk 1 Command Pod don't seem to do anything. If you right-click on the pod it says they are Idle. You can turn them on or off, but neither setting seems to have an effect.
