Force Update Kerbal Space Program on Steam.

No, that wouldn't cause it to downgrade. Right click it in the Steam List, click properties. Click Betas at the top. Make sure it is set to Opt out.

Click updates, make sure it is set to always update.

Click Local Files, Click Verify Integrity of Game Cache.

If that doesn't do it, contact Valve, cause your Steam is really messed up.

Unfortunately I may have too goto the last one :/. I have un-installed it and am re-installing it now. If that doesn't work (Which is should work though) but if it doesnt, I will contact valve.

Uninstalling won't fix it if that first one isn't set right.
