I don't have a KSP machine in front of me right now, but I'm pretty sure I've tried that and got a "Cannot switch vessels when a kerbal is on a ladder" message.  It's why you can't, for example, send a rescue ship that's just has a ladder mounted to an otherwise unmanned vessel.  ("Hang on tight, Jeb!")

Now this message doesn't look unfamiliar to me either - let me remember again. I might have been hanging my kerbal on the (implicit) ladder outside the pods, not explicit ladder (1 of the 3 parts). That might be treated differently from an explicit ladder part, which sounds weird but whatever.

Within switching distance, it is certainly possible to leave a Kerbal hanging on a pod and switch back to the vessel to EVA another Kerbal. Warping and saving is not possible though. However, the 'no warping' restriction is probably what would prevent switching to vessels out of physics range: you can't have a Kerbal on a ladder that is on rails.
